RUC in NZ: Road User Charges, What You Pay Now and What’s Changing
You’ve probably heard Road User Charges (RUC) mentioned if you’re comparing hybrid cars, EVs or diesel vehicles. If you’re shopping for your next vehicle, it’s worth understanding how Road User Charges work before you buy, not after.
While the current RUC system remains in place, legislation currently before Parliament proposes changes to how it could operate in the future. We’ll explain both the current system and what’s proposed below.
What are Road User Charges?
Here’s the short version.
Petrol drivers contribute towards New Zealand’s roads through fuel excise included in the price of petrol. Diesel vehicles, EVs and plug-in hybrids either don’t pay fuel excise or only pay part of it, so they pay Road User Charges instead.
You buy RUC upfront in blocks of 1,000km and display the licence on your windscreen. For now, anyway. More on that below.
Diesel Road User Charges have existed for many years. Light EVs lost their exemption in April 2024 after being RUC-free since 2009, meaning electric vehicle Road User Charges now apply to eligible EVs across New Zealand.
Standard hybrids and petrol cars aren’t part of the current RUC system, so there’s nothing extra to organise.
How much are Road User Charges?
One of the most common questions buyers ask is “How much are Road User Charges?”
Current Road User Charges are:
- Full EVs: $76 per 1,000km
- Diesel vehicles: $76 per 1,000km
- Plug-in hybrids: $38 per 1,000km
- Standard hybrids and petrol vehicles: No separate Road User Charges
There is also a small administration fee each time you purchase RUC, currently $12.44 online or slightly more through an approved agent.
To put that into perspective, if you drive around 15,000km a year in a full EV, you’ll pay roughly $1,140 annually in Road User Charges. The same distance in a plug-in hybrid comes to around $570.


What’s changing?
The Government is considering changes to how Road User Charges are administered through legislation currently before Parliament.
The proposed RUC changes include:
- replacing the paper RUC licence displayed on your windscreen with a digital record linked to your number plate
- allowing Police to check compliance electronically
- introducing subscription-style and post-pay payment options
- allowing approved private companies to sell Road User Charges alongside NZTA.
Importantly, the proposed changes don’t change how much you pay. Instead, they modernise how the Road User Charges system works.
Looking further ahead, the Government has also signalled a longer-term goal of moving all light vehicles, including petrol cars, onto Road User Charges while fuel excise is gradually phased out. No implementation date or pricing has been confirmed.
EV Road User Charges NZ: Does this change what you should buy?
Not really. It comes down to how you drive, rather than focusing on one running cost.
If you’re looking into hybrid, standard ones like the Toyota Aqua, Toyota Prius and Honda Vezel continue to be some of the cheapest vehicles to own because they don’t pay separate Road User Charges while still delivering excellent fuel economy.
If you regularly travel long distances or have easy access to charging, EV Road User Charges in NZ still don’t necessarily make an electric vehicle expensive to own. Lower charging and servicing costs mean many EVs remain cheaper to run overall. Diesel vehicles continue to suit many Kiwi drivers too, particularly those towing, travelling longer distances or spending plenty of time on the open road.
Rather than focusing on Road User Charges alone, compare the total cost of ownership, including fuel, servicing, maintenance and insurance, to work out what best suits your lifestyle.

Budget for the whole cost of owning a car
RUCs are just one part of your motoring budget. Before you buy, it’s worth thinking about what your vehicle will actually cost you month to month, not just what it costs to drive off the yard.
Alongside your finance repayments (if you’re borrowing), remember to factor in:
- Fuel or charging costs
- Road User Charges (where they apply) – use a calculator like this one
- Insurance
- Servicing and maintenance
- Registration and Warrant of Fitness (WoF)
Sometimes a vehicle with a slightly higher purchase price can end up costing less to own over the long term thanks to lower fuel or maintenance costs.
If you’re financing your next vehicle, it’s also worth building Road User Charges into your budget if you’re buying a diesel, EV or plug-in hybrid. Because RUC is paid upfront in 1,000km blocks, setting aside a small amount each week can help avoid an unexpected expense when it’s time to buy your next licence.
