How to Buy a Car in NZ: What You Actually Need to Know Before You Buy

Whether you’re here for work, study or a fresh start, buying a used car in NZ doesn’t have to be complicated. Here’s how to buy a car in NZ without the fuss, from licensing to costs to picking the right vehicle.

Can a foreigner buy a car in New Zealand?

Yes. There’s no residency or citizenship requirement to buy a car here. Anyone can walk onto a yard, choose a vehicle, and drive away, provided you meet the same licensing and registration steps as everyone else.

Can you even drive here?

Yes, and the time limit is changing soon, so it’s worth knowing where things stand.

If you’ve got a valid full overseas driver’s licence, you can currently drive in New Zealand for up to 18 months from the day you arrive. From 1 November 2026, that window is reducing to 12 months from your arrival date, so it’s worth getting your conversion sorted sooner rather than later. There’s no need to rush into it during your first week, but buying a car in NZ with an international licence is straightforward either way, whichever limit applies to you.

If you’re on a learner’s or provisional licence, you’ll need to go through the New Zealand licensing process instead.

Can you buy a car without a licence in NZ?

Yes, technically. There’s nothing stopping you from purchasing a vehicle before you’re licensed to drive it. Plenty of people buy ahead of a house move, a partner’s arrival, or while they’re still working through their conversion or testing. You just won’t be able to legally drive it until your licence is sorted, so it’s worth checking your timeline before you commit to finance or insurance.

The conversion requirements depend on where you’re from. Drivers from Australia, the UK, most of Europe, Japan, South Africa and several other countries can usually convert their licence with minimal paperwork, while others may need to complete a theory and practical test.

Can you finance a car if you’ve just moved to New Zealand?

One thing many new arrivals don’t realise is that you may not need months of New Zealand credit history before you can apply for car finance. If you’ve:

• Secured a job and have a signed employment contract and,
• Hold a valid work or residency visa

you may already be eligible to apply for finance.

The costs nobody tells you about

Insurance isn’t legally required in New Zealand, but driving without it is a big risk. One accident could leave you paying for both vehicles yourself, so it’s worth organising cover before you drive away.

You’ll also need to understand a few New Zealand terms.

Road User Charges (RUC): These apply to diesel vehicles, electric vehicles and plug-in hybrids. They’re paid in 1,000km blocks rather than through fuel excise. Standard hybrids and petrol vehicles don’t pay separate RUC.

Registration (Rego): This keeps your vehicle legally licensed to use New Zealand roads.

Warrant of Fitness (WOF): A regular safety inspection that confirms your vehicle is roadworthy.

The good news? There isn’t an annual car tax like you’ll find in some other countries.
